Import risk categories for animals & animal products imported from the EU
From 31 October 2023, to import live animals or animal products from the EU and EFTA states into the UK you’ll need to follow the sanitary and phytosanitary rules for that import’s risk category, which have now been published.
GVMS - Effective 1 December declarants will be required to monitor the arrival of goods
As a result of the The Customs (Miscellaneous Amendments) Regulations 2023, with effect from 1 December, declarants will be required to ensure that the GVMS declarations that they create are “arrived” following the importation of the goods.

Ask for an extension for using CHIEF to make import declarations
If you have been unable to migrate to the Customs Declaration Service to make import declarations you will need to ask permission to temporarily use CHIEF from 1 October 2022.

Making an import declaration in your records under CFSP
As an alternative to creating a full import prior to the arrival of goods in the UK, monthly accounting can be used under Customs Freight Simplified Procedures (CFSP). The importer does not require its own CFSP approval, rather this can be managed by an approved customs agent/broker. Using Entry in the Declarant’s Records (EIDR), a simplification linked to CFSP, the importer can avoid the need for upfront declarations and simplify the import process significantly and reduce costs.
Delay in entry summary declaration (ENS) requirement
The requirement to submit a separate entry summary declaration (ENS) declaration in relation to imports from the European Union, which was due to come into effect on 1 July 2022, has again been delayed.
Get your postponed import VAT statement
If you account for import VAT on your VAT Return, even if you use the Customs Handling of Import and Export Freight (CHIEF) system for your declarations, you will need to access the Customs Declaration Service to get a postponed import VAT statement online.

This deals with how to claim preferential rates of duty on goods covered in the UK's deal with the EU and how to declare goods imported into the UK on the import declaration.
FAS payments - accounting rejection
As part of the preparations for 2022, we and others asked HM Revenue & Customs to confirm what would happen if a shipment, entering via a non-inventory port, was linked to an uncleared FAS payment.
The question was never answered, but today we encountered the anticipated reaction when one shipment arrived and our overseas client had not managed to lodge the funds against the FAS reference in time.
